DEPARTMENT OF BIO-MEDICAL ENGINEERING

Biomedical Engineering Section with expertise in engineering and technology management have a vital role to play in determining the potential for implementation and cost effectiveness of new medical technologies through technology assessment. Technology assessment offers the essential bridge between basic research and development and the prudent practical applications of medical technology. Because of the recent explosion of healthcare technologies, it is almost impossible for any single individual to stay abreast of these new technologies, much less provide an adequate assessment. To meet this need for comprehensive technology assessment, a multidisciplinary team approach is desirable.

                                                                                                    

The role of Bio-Medical Engineering Section at this Institute includes purchase of equipment’s (which includes inviting quotations/tenders for purchasing new equipment’s/machines & preparing comparison chart for the same), Writing specifications for all the new equipment’s & machinery, Evaluating the equipment & machinery on the basis of its initial cost as well as its operating cost: since many times, the high maintenance & operating cost of the equipment turns out to be much higher than the initial cost, Inspection of incoming equipment & machinery and doing pre-acceptance checks before official acceptance & payment, Maintaining records; for e.g. equipment history, Setting standards & ensuring their compliance, Maintaining the equipment to the best of its performance by organizing a planned maintenance program for all equipment’s and attending to emergency breakdowns and repairs, Arranging for training programs for personnel in bio-medical engineering department as well as the end users, Advising & providing expertise to the medical staff & administration, Maintaining equipment inventory for all existing & incoming equipment’s, Active involvement in the activities of the hospital’s safety committee & checking safety hazards, Monitoring contract services viz. A.M.C. and C.M.C., Keeping record of the Spares/consumable items etc.

 

The Bio-Medical Engineering Section is functional in the institute since October – 1995. The section look after the work pertaining to selection / purchase / installation / inspection / repair / maintenance / servicing / upgradation of bio-medical equipments, Computer Systems, Server, Local Area Network, EPABX, Mobile Communication, Broadband Internet facility, Website etc. Apart from above, Bio-Medical Engineering Section successfully designed and commissioned Centralized Medical Gas Pipeline System for providing medical grade gases to various operation theatres, ICU, CCU, PICU, SNICU, Emergency & Trauma Unit, Nephrology & Kidney Transplant Unit, MDTB Ward and Pvt. Deluxe Rooms and also operating manifold round the clock 24x7 basis. Bio-Medical Engineering Section is also maintaining and updating WCMS based Institute Website www.igims.org

ACHIEVEMENT:

 

In the year 2018 - 19, the Bio-Medical Engineering Section had attended and rectified approx. 1423 nos.  of breakdown calls respectively reported from different clinical and medical departments.

 

New hi-tech bio-medical equipments mainly 128 Slice C. T. Scan, Cath Lab, MRI, Optical Coherence Tomography System, Digital Fundus Flurescein Angiography Unit, Laparoscopy System, Anesthesia Work Stations with Monitor, ICU Ventilators, C. R. System, High End Color Doppler’s,  Modular Operation Theatres, Blood Cell Counter, Video Endoscopy System, Microbial Detection System, LAboratory Automation System with Fully Automated Clinical Chemistry Analyzers, 500 mA X-Ray with Image Intensifier, 500 mA X-Ray, Haemodialysis Machine, Bed Side Monitors, Defibrillators, ICU ventilator, C – Arm, Digital X-Ray, Mammography etc. are introduced for patient treatment / diagnosis. Additional 8-beded state of art MCU, CCU, SNICU and PICU with facility of Bed Side Monitors with central Monitoring System, defibrillators, Ventilator has been started.

 

Medical Gas Pipe Line System (Oxygen, Nitrous Oxide, Compressed Air, Vacuum) with manifold room covering Operation Theatre Complex, post operative area, pre-post operative area, MICU, CCU, SNICU, KTU, A. K. Unit, PICU, CCU, HDU’s, Pvt. Deluxe Rooms, Emergency & Trauma Unit, GE, Nephrology etc. area had been installed and commissioned for use. Medical gases has been provided to each patient beds of Ward Block.

 

Apart from selection / maintenance of bio-medical equipments, Bio-Medical Engineering Section is also providing services in the field of Information Technology. Broadband Internet facility has been provided to all departments / offices through cable network and WEi-Fi. Institute website www.igims.org has been designed, hosted and maintained by the Bio-medical Engineering Section, which is accessible round the clock. Intercom facility has been provided to all departments / offices including Out Patient Department. The computerization of OPD/IPD/Emergency has been done and start functioning their operations through computer systems. The computer systems placed at OPD and other places of the institute have been connected with SERVER to perform work under “Local Area Network.”

 

IGIMS Patna is actively using Information Technology in almost all fields of its activities and is progressively adapting more and more IT related services in association with National Informatics Centre (NIC), Ministry of Electronics and Information Technology, Govt. of India under Digital India programme.

  • e-Hospital: A workflow based ICT solution for hospital management, which is designed to deploy in cloud infrastructure, have been implemented in IGIMS-Patna. It addresses all major functional areas of a hospital. IGIMS Patna has implemented various modules like Hospital Administration, Patient Registration (OPD), Admission/Discharge/Transfer (IPD), Billing, Laboratory Information System (LIS) and Electronic Medical Record (EMR).

  • Online Registration System (ORS): ORS has been implemented at IGIMS Patna through which patients are taking appointment easily in concerned department on convenient date from their home using computer or mobile phone. On successful completion of appointment, a confirmation message is being sent to the patient mobile.
  • e-Bloodbank: e-Bloodbank is implemented at IGIMS through which a common citizen are able to check online the availability of required blood group. It is providing many services online, such as donor registration, blood donation camp organization, blood bag processing, blood transfusion & monitoring, transfusion reaction monitoring, quality control management, record management, and many more.

Bio-Medical Waste Management System:

With the financial assistance from Government of India, “Common Bio-Medical Waste Treatment Facility (CBWTF)” comprising of Incinerator System (200-250 Kg/Hr.), Auto Clave System (Capacity: 200 Ltrs.), Heavy Duty Shredder (Capacity: 100 Kg./Hr.), Effluent Treatment Plant, On-Line Monitoring System, Programmable Logic Controller  and other associated instruments had been installed  at Indira Gandhi Institute of Medical Sciences (IGIMS) – Patna and made operational since June – 2006.

At present, all the Government Health facilities (i.e. District Hospital, Referral Hospital & P.H.C’s) operating in Patna, Aara, Buxar, Kaimur, Rohtash and Nalanda Districts of State of Bihar are registered with I.G.I.M.S.  –Patna and availing the facility of treatment of bio-medical waste. Apart from above approx. 2560 Pvt. Health facilities are also registered and availing the said facility.

Now various new clinical facilities are being created in the Institute premises for better patient care. In the expansion plan, Medical College Building, Nursing College Building, Residential Flats of various categories etc. are to be constructed to meet the future requirement of the Institute. Hence, it will not be possible to keep block approx. 1 acre land for running of “Common Bio-Medical Waste Treatment Facility” in the premises of the Institute as per guidelines of Central Pollution Control Board. In addition, it is creating health hazard to all the patients and employees of the Institute by polluting the environments. It appears essential to shift the existing “Common Bio-Medical Waste Treatment Facility” to other suitable remote place outside the Institute.

Health Department, Govt. of Bihar has already provided 1.5 Acres land for setting up and operationalizing “Common Bio-Medical Waste Treatment Facility” as Ram Chak Bairiya, Patna. Environment Clearance (EC) has already been granted by SEIAA, Bihar.

Foundation Stone Laying Ceremony of "Common Bio-Medical Waste Treatment Facility" at Ramchak Bairiya, Patna has already been done by Hon’ble Health Minister, Govt. of Bihar Shri Mangal Pandey in presence of Hon'ble MLA (Kumhrar, Patna) Shri Arun Kumat Sinha and Director, I.G.I.M.S. - Patna Prof. (Dr.) N. R. Biswas on 14th January, 2020. Construction at new site is going on and likely to be completed within four months.

   

             

TRAINING:

The Bio-medical Engineering Section has provided training to Bio-Medical Engineering students of various institutions.

The Section is being conducting training to final year Bio-Medical Engineering / Instrumentation students of on bio-medical equipments and other concerning machines every year.

FUTURE PROGRAMME:

As Medical College and Nursing College are started in the institute and more specialized services like Lever Transplant etc. are being introduced and installation of new bio-medical equipments and other associate works  (i.e. Hi-Tech Modular O.T., Comprehensive Medical Gas Pipeline System, ICU’s, HDU’s, Computer Systems / Server / Local Area Network / Intercom lines, Website etc.) will likely to increase & in view of the fact that institute is in process of commissioning “Hospital Management Information System” software, Bio-Medical Engineering Section has to be strengthened to meet the proposed expansion in interest of better patient care. Apart from above, the promotional aspect of the currently working employee has also to be insured. 

e-Chanakya: a Web enabled, role based & work flow based ICT solution for the universities/educational institutions to accomplish enrolment, registration and examinations task, which offers a better solution to improve the productivity and efficiencies of the manpower and for the entire system covering Registration & Examination Branch of the University/Educational Institute developed by National Informatics Centre, Bihar. All modules of the system sit on the same database, meaning no messy, troublesome interfaces and real-time integration with error free results. In the process of transforming the University into the ‘Centre of Excellence’. Customization as per requirement of IGIMS -Patna is under process and likely to be introduced soon.

e-Office: IT department is planning to introduce e-office developed by National Informatics Centre,  a digital workplace solution comprising of a suite of products that paves the  way for an efficient and open government by streamlining workflow for both inter and intra government processes and making them paperless.
